BFP (Fire Officer) Pay and Allowances 2022

The Bureau of Fire Protection (BFP) is one of the Department of the Interior Local Government (DILG) tri-bureaus whose salaries were increased last January 2018 under Joint Resolution No. 1 series of 2018.

To complete other tri-bureaus are Philippine National Police (PNP) and Bureau of Jail Management and Penology (BJMP).

In 1901, the history of BFP started when the United States Philippine Commission organized the Manila Fire Department. Initially, they were four sub-stations: Tanduay, Paco, Sta Cruz, and Intramuros. In 1935, Deputy Chief Jacinto Lorenzo became the First Filipino Fire Chief of the Manila Fire Department.

In 1974, three years after the declaration of police and jail services, the Manila Fire Department became Fire District 1. In 1975, Presidential Decree No. 765 was enacted it provided for the integration of police, fire, and jail into the Integrated National Police.

In 1977, Presidential Decree No. 1185 or the Fire Code of the Philippines was promulgated. Republic Act No. 6975 or DILG Act of 1990 paved the way for the establishment of the PNP, BJMP, and the BFP as separate organizations. 

BFP carried out the following functions: Fire Prevention, Fire Suppression, Arson Investigation, Enforcement of the Fire Code of the Philippines, Establishment of at least one (1) Fire Station in every city and municipality.

So much for the brief history, let’s talk about the most exciting topic which is the Salary of BFP personnel.

Base Pay

It is the fixed amount received by the BFP personnel every month effective January 1, 2018.

Join Resolution provides for the implementation of the fourth tranche of the modified salary schedule which covers the “uniformed personnel under the Department of Interior and Local Government (DILG).” As a result of the implementation of the fourth tranche of the modified salary schedule, the following are the base pay of all BFP personnel:

Note that the highest-ranking official in the BFP is the Fire Director (equivalent to Police Major General), unlike Police General as the highest position in the PNP.

Longevity Pay

BFP personnel shall be entitled to a longevity pay of ten percent (10%) of their basic monthly salaries for every five (5) years of service, which shall be reckoned from the date of the personnel’s original appointment in the AFP or appointment in the police, fire, or jail or other allied services to the integration of the PC and the INP, provided that the totality of such longevity pay shall not exceed fifty percent (50%) of the basic pay

Clothing Allowance

It is an allowance given to cover the cost of maintaining uniforms that BFP personnel must wear daily. For the monthly payslip of FO1, the current clothing allowance is Php200.00, while the laundry allowance is Php30.00.

Current RCA: Php14,000.00 in every 3 years.

Replacement Clothing Allowance (RCA) grantees are required to submit documents such as three (3) copies of RCA Bureau Order, Service Record, Duty Status and Latest Attested Appointment.

Personnel Economic Relief Allowance (PERA)

It is an allowance given to BFP personnel worth Two thousand pesos (Php2,000.00) per month. The combined total of the current Five hundred pesos (Php500.00) Personnel Economic Relief Allowance and the One thousand five hundred pesos (P1,500.00) additional compensation, to supplement pay due to the rising cost of living.

Hazard Pay

It is an allowance given to BFP personnel for exposure to particular occupational hazards or elements, or hazardous jobs involving high risks of losing life, limbs, or likely deterioration of health. The current hazard pay for Fire Officer 1 is Php540.00 per month.

Quarter Allowance 

It is an allowance given to Fire officers and non-commissioned officers who are not provided with living quarters. The current quarter allowance for FO1 is Php400.00 per month.

BFP fire officer quarter allowance

Subsistence Allowance

It is an allowance received by the BFP personnel to cover the cost of their daily regular meals amounting to Php150.00 per day or Php4,500 per month.
