PNP PBB 2024: Guidelines and Payment Schedule

MANILA, Philippines –The official guidelines for the Fiscal Year 2024 Performance-Based Bonus (PBB) have been released, providing clarity for qualified personnel of the Philippine National Police regarding this year’s incentive.

Memorandum Circular No. 2026-1, issued by the Executive Order No. 61 Technical Working Group, formally establishes the framework for the grant of the FY 2024 PBB. The Department of Budget and Management serves as the signatory authority on behalf of the TWG.

The PBB forms part of the government’s Performance-Based Incentive System, fostering accountability and excellence in public service. As former Budget Secretary Amenah F. Pangandaman previously stated, “Our police officers stand at the frontlines of peace and order every single day. We see their hard work and dedication, so we are making sure they receive what is rightfully due to them.”

Eligibility Requirements

PNP personnel must achieve at least a “Very Satisfactory” performance rating under the CSC-approved Strategic Performance Management System to qualify for the bonus. Personnel with at least nine months of service during the fiscal year may receive the full grant, while those with three to nine months of service may receive a pro-rated share.

Personnel found guilty of administrative or criminal cases by final judgment in FY 2024, those who failed to submit their 2023 SALN, or those who failed to liquidate cash advances within the reglementary period shall not be entitled to the PBB.

Agency Assessment

Agency eligibility is determined through four dimensions: Performance Results, Process Results, Financial Results, and Citizen/Client Satisfaction Results. An agency must attain at least 70 points to qualify. The maximum rate for agencies achieving 100 points is 65% of an individual’s Monthly Basic Salary.

If an agency receives a rating lower than 4 in any criterion, the units and individuals most responsible for the deficiency may be isolated and excluded from the grant.

The total score an agency achieves determines the PBB rate that eligible personnel will receive. The rates are as follows:

Tentative Payment Schedule

Based on the established timeline, agencies must submit performance reports within twenty (20) calendar days from the effectivity of the MC. Validating agencies shall submit their assessment reports within sixty (60) calendar days. Final Eligibility Assessments will then be prepared and endorsed to the EO No. 61 TWG for final review and approval.

For reference, the FY 2022 PBB for PNP was released in July 2024, while the FY 2023 PBB was released in October 2025. Following this pattern, the FY 2024 PBB payment is tentatively expected to be processed once all assessments and validations are completed.
