Good news! to all PNP Applicants for the year 2026.

The PNP Recruitment and Selection Service (PNP RSS) has announced through their official Facebook page that they are now accepting application folders from PNP applicants starting from TBA.

The said application folders must be submitted to their respective Regional Recruitment and Selection Unit (RSSU) of their Police Regional Office (PRO) where the applicant resides.

The Philippine National Police is in need of NEW POLICE OFFICERS (Patrolman/Patrolwoman) for Calendar Year 2026 Regular and Attrition Recruitment Program with a monthly base pay of Php 31,151.

To know more about specific application folders, color, format, and what to bring, you may visit your respective regional offices of the PNP Recruitment and Selection Service Facebook page. Each regional office has implemented different color coding of application folders.

Acceptance of Application period: APRIL 2026 (TENTATIVE)

Applicants are remined of the following:

1. Body Mass Index (BMI) with the maximum passing value of 26.5.

2. Practice and exercise daily for Physical Agility Test (PAT). All applicants are required to pass all stages and must meet the following minimum standard:

a. Sit-up: Male – 35 (1 minute)

Female – 25 (1 minute)

b. Push-up: Male – 35 (1 minute)

Female – 25 (1 minute)

c. 3KM Run: Male – 19 minutes

What is an appointment under a Waiver Program?

1. The age, height and weight for initial appointment to the PNP may be waived only when the number of qualified applicants falls below the approved national;/regional quota;

2. The NAPOLCOM en banc may grant height waiver to a member of an indigenous group within the region as certified by the National Commission on Indigenous People (NCIP) or Office on Muslim Affairs (OMA);

3. Waiver of the age requirement may be granted only provided the applicant is not less than 20 nor more than 35 years of age;

4. Waiver of the height requirement may granted to a male applicant who is 1.57m and a female applicant who is 1.52m. A lower height requirement may be set for applicants belonging to indigenous group as certified by the NCIP

What are the documents required in filing application for waivers?

What is PNP Anniversary Bonus?

What is PNP Anniversary Bonus?

PNP Anniversary Bonus

It is an incentive amounting to ₱3,000 per eligible PNP personnel allocated during the PNP anniversary per Administrative Order No. 263 dated March 28, 1996.

It is for PNP Uniformed personnel who have rendered at least one (1) year service in the PNP as of the date of milestone year (15th anniversary and every five (5) years thereafter) and have not been found guilty of any offense in connection with their work during the five-year interval between milestone years. Payment shall be in an amount not exceeding ₱3,000.

Who are qualified/eligible?

a. All PNP Uniformed and Non-Uniformed personnel whether employed on a fulltime or regular, part-time basis or under permanent, temporary or casual status and contractual personnel whose employment is like a regular employee, who have been appointed as such in a specific government entity by a valid appointment and continue to be employed in the same government entity as of the occasion of the milestone anniversary, shall be entitled to the anniversary bonus.

b. PNP Uniformed and Non-Uniformed personnel who have not been found guilty of any offense in connection with their work during the five-year interval between milestone years.

Note: Milestone year refers to the 15th anniversary of the organization and to every fifth year thereafter.

Funding Source

The funding source for this benefit shall be charged with General Appropriation Act (GAA) FY 2021 RA11518 dated December 28, 2020.

Under the Fiscal Directive Nr. 2016-01, “the PNP Finance Service (PNPFS) shall see to it that the Anniversary Bonus shall be processed and credited to the individual ATM account of PNP personnel authorized to receive same; and Unit heads/Finance Officers shall be held personally liable for any payment of the said bonus not in accordance with this Fiscal Directive without prejudice, however, to the refund thereof by the employees concerned”.

PNP to Receive FY 2025 Performance Enhancement Incentive

Good news to all members of the Philippine National Police (PNP)!

The PNP Finance Service has yet to announce the release of the Productivity/Performance Enhancement Incentive (PEI) amounting to PHP 5,000 by December 23, 2025.

The PEI shall be given not earlier than December 15 of every year to all qualified government employees at Five Thousand Pesos (Php5,000) each to improve the government employee’s productivity.

Guidelines on the Grant of the Productivity Enhancement Incentive

The Productivity Enhancement Incentive of P5,000 shall be given to personnel not earlier than December 15 of the current year, subject to the following conditions:

1. The employees are still in the service as of November 30 of the current year; and

2. The employees have rendered at least a total or an aggregate of four (4) months of at least satisfactory service as of November 30 of the current year, including leaves of absence with pay.

3. Those who have rendered less than the total or aggregate of four (4) months of service but still in the service as of November 30 of the current year shall be entitled to pro-rated PEI, as follows:

4. The PEI of an employee on part-time basis shall be pro-rated corresponding to the services rendered. If employed on part-time basis with two (2) or more agencies, an employee shall be entitled to proportionate amounts corresponding to the services in each agency, provided that the total PEI shall not exceed the authorized amount.

5. The PEI of an employee who transferred from one agency to another shall be granted by the new agency.

6. The PEI of an employee on detail to another government agency shall be granted by the parent agency.

7. A compulsory retiree, on service extension as of November 30 of the current year, may be granted the PEI, subject to the pertinent conditions and guidelines under this Circular.

8. Personnel Charged With Administrative and/or Criminal Cases

Personnel who were formally charged with administrative and/or criminal cases, which are still pending for resolution, shall be entitled to PEI until found guilty by final and executory judgment, provided that:

a. Those found guilty shall not be entitled to PEI in the year of finality of the decision. The personnel shall return the PEI received for that year.

b. If the penalty imposed is only a reprimand, the personnel concerned shall be entitled to the PEI.

Who are EXCLUDED of PEI?

Excluded from the coverage of this Circular are those hired without employee-employer relationships and funded from non-Personnel Services appropriations/budgets, as follows:

1. Consultants and experts hired for a limited period to perform specific activities or services with expected outputs;

2. Laborers hired through job contracts (pakyaw) and those paid on piecework basis;

3. Student workers and apprentices; and

4. Individuals and groups of people whose services are engaged through job orders, contracts of service, or others similarly situated.

The PEI is among the benefits included in Executive Order 201, series of 2016. As mandated by EO 201, the PEI is meant to improve the productivity of government employees.

According to the Department of Budget and Management (DBM), Php 7.5billion has set aside for 2023 budget to finance the PEI grant some more that 1.5 million government personnel.

The DBM said those covered by the PEI include all positions of civilian personnel whether regular, casual, or contractual in nature, officials and employees of local government unit and soldier and policemen.

The PEI is granted to government workers, alongside the upward adjustment of the salary schedule in the bureaucracy, and new benefits such as mid-year bonus equivalent to one month basic salary.

Service Recognition Incentive (SRI) 2025 for AFP, PNP, BJMP & BFP personnel

It was a one-time incentive for Government Employees under the Executive Department last year but now the President has signed a new Service Recognition Incentive (SRI) this year.

President Ferdinand R Marcos Jr., through Executive Secretary, signed administrative order no. 27 series of 2024, which grants a service recognition incentive of not exceeding twenty thousand pesos (Php20,000) to all qualified workers in the Executive Department.

Who are qualified for SRI?

The administrative order authorizes the grant of a one-time Service Recognition Incentive (SRI) for each of the following personnel in the Executive Department:

a. Civilian personnel in national government agencies (NGAs), including those in state universities and colleges (SUCs) and government-owned or controlled corporations (GOCCs), occupying regular, contractual or casual positions and;

b. Military personnel of the Armed Forces of the Philippines (AFP) under the Department of National Defense, and uniformed personnel of the Philippine National Police (PNP), Bureau of Fire Protection (BFP), and Bureau of Jail Management and Penology (BJMP) under the Department of the Interior and Local Government, Bureau of Corrections under the Department of Justice, the Philippine Coast Guard under the Department of Transportation, and the National Mapping and Resource Information Authority under the Department of Environment and Natural Resources.

Who are disqualified

Personnel who were found guilty of administrative and/or criminal cases by final or executory judgement in FY 2025 shall not be entitled to SRI.

If the penalty imposed is only reprimand, the personnel concerned shall be entitled to the SRI.

When will be the release of SRI?

The PNP Finance Service has announced that the payment of the Service Recognition Incentive (SRI) FY 2025 will be released on December 19, 2025.

It further states that the grant of cash incentive will be subject to government employees who are under regular, contractual or casual arrangements and are still in the government service as of November 30, 2025.

The civilian personnel must also have rendered of at least four (4) months of service as of 30^th November 2025.

For its Recruitment Cycle 2026, the Bureau of Corrections (BuCor) is now accepting applications.

The Bureau of Corrections (BuCor) is under the Department of Justice that is responsible for the safekeeping and rehabilitation of prisoners who have been sentenced by the courts. It does so in a progressive, effective, and productive manner. National prisoners are those in BuCor’s custody who have been sentenced to three years or more in prison.

Who are qualified to apply?

Applicants who choose to serve as a Corrections Officer I for the Bureau must meet the following requirements:

ü A citizen of the Republic of the Philippines;

ü A person of good moral character;

ü Must possess a baccalaureate degree from a recognized learning institution;

ü Must possess the appropriate civil service eligibility;

ü Must not have been dishonorably discharged or dismissed for a cause from previous employment;

ü Must not have been convicted by final judgment of an offense or crime involving moral turpitude; and

ü Must not be less than twenty-one (21) or not more than forty (40) years of age; and

ü Must be at least one meter and sixty-two centimeters (1.57m.) in height for male, and one meter and fifty-seven centimeters (1.52m.) for female. Provided, that a waiver for height and age requirement/s may be granted to applicants belonging to the cultural communities

The age limit for applicants for Corrections Officer I is 40 years old as per R.A. 10575 or “The Bureau of Corrections Act of 2013.” However, those above 36 years of age will have to sign a waiver agreeing that they may not be able to qualify for the full retirement benefits afforded to a Uniformed Officer of BuCor.

Prior to submission of folders, applicants must secure the following:

a. BIR Number or Tax Identification Number

The period for submitting application folders for the position of Corrections Officer I is from November 10, 2025, to December 31, 2025.

Applicants are required to observe the appropriate dress code when submitting their application folders. The mandatory attire is as follows: a white round-neck shirt, blue denim trousers, white rubber shoes, white socks, and a black garrison belt with a silver buckle. Additionally, male applicants must maintain a proper haircut, and female applicants are required to secure their hair in a bun.

A.) Base Pay

It is the fixed amount received by the uniformed PNP personnel on a monthly basis. Effective January 1, 2018, J.R. No. 1 provides for the implementation of the fourth tranche of the modified salary schedule which covers the “uniformed personnel under the Department of Interior and Local Government (DILG)”―the department to which the National Police Commission (NAPOLCOM) belongs which is responsible for the administration and control of the Philippine National Police (PNP). As a result of the implementation of the fourth tranche of the modified salary schedule, the following are the base pay of all PNP uniformed personnel (Ref: Joint Resolution No. 1 Modified Base Pay Schedule)

According to Former Department of Finance (DOF) Sec. Benjamin Diokno, their contributions will initially be small and progressively increase over time: 5% of their salary in the first three years, 7% in the next three years, and then 9% in subsequent years.

Current Finance Secretary Ralph Recto said that he expressed support for reforming the military and uniformed personnel’s (MUP) pension system.

“What we can do for the reform is that all new entrants, for example, January 1, 2025, will have a different pension system similar to what civilians have that they will contribute now to, let’s say, the GSIS (Government Service Insurance System). That there will be a contribution system moving forward,” Recto added.

To illustrate the computation above, 5% will be deducted from the patrolman’s basic salary and another 5% from his longevity pay (long pay). However, with the 5% deduction of long pay, you have to add the base pay to get the ₱1,631.74 as shown above.

5% of Patrolman’s Base Pay is ₱1,483.40

5% from Long Pay

(Base Pay + Long Pay)

₱29,668 + ₱2,966.80 = ₱32,634.80

5% of ₱32,634.80 is ₱1,631.74

Add them together (₱1,483.40 + ₱1,631.74), and a total of ₱3,115.14 will be deducted monthly from the patrolman’s payslip as part of the proposed pension scheme, which is possible this year or next year.

B.) Longevity Pay.

Uniformed personnel of the department shall be entitled to a longevity pay of ten percent (10%) of their basic monthly salaries for every five (5) years of service, which shall be reckoned from the date of the personnel’s original appointment in the AFP or appointment in the police, fire, or jail or other allied services to the integration of the PC and the INP, provided that the totality of such longevity pay shall not exceed fifty percent (50%) of the basic pay (Ref: Section 71, Chapter VII, Republic Act 6975).

C.) Regular Allowances.

These are allowances given regularly and are common to all uniformed PNP members in addition to the basic salary (Ref: Section 71 of RA 6975).

c.1) Quarter Allowance.

It is an allowance given to officers and non-officers who are not provided with living quarters, housing PNP units or living quarters through the auspices of the PNP where their families can be accommodated. Those who have obtained any housing units/living quarters automatically forfeit their entitlement to this allowance in favor of the PNP Housing Board (Ref: NAPOLCOM Resolution 91-18).

c.2 Regular Subsistence Allowance

It is an allowance given to all uniformed PNP members to defray the cost of their daily regular meals amounting to Php150.00 per day or Php4,500 per month.

Update: On August 18, 2025, NAPOLCOM raised the Regular Subsistence Allowance from ~~₱150~~ to ₱350 per day.

c.3) Clothing Allowance.

It is an allowance given to cover the cost of maintaining uniforms that PNP members must wear daily. This is paid at the rate of P200.00 per month for both officers and non-officers (Ref: NAPOLCOM Resolution 91-18).

c.4) Hazard Pay. It is an allowance given as basic occupational hazard pay considering law enforcement being a hazardous occupation. The Hazard Pay of all uniformed personnel, the fixed amount is now at P540.00 per month. (Ref: NAPOLCOM Resolution 91-18).

c.5) Personnel Economic Relief Allowance (PERA).

It is an allowance given to all PNP uniformed personnel below the rank of Police Major to include cadets of the PNPA amounting to Php500.00 per month effective 01 January 1991 (Ref: NAPOLCOM Resolution 91-18).

Due to the rising cost of living, Php1,500.00 additional compensation shall be given in addition to Php500.00.The current PERA is two thousand pesos (Php2,000.00) per month (Ref: Budget Circular Nr 2009-3).

c.6) Laundry Allowance.

It is an allowance intended to defray the laundry costs of PNP uniformed personnel whose frequent appearances in public affairs or frequent attendance at ceremonies and assignment to units/activities require the wearing of a presentable uniform at all times with the following rates (Ref: Office of the President Memorandum dated August 28, 1997):

Officer — P60.00 per month, paid monthly

Non-Officer — P30.00 per month, paid monthly

D.) Gratuity. It is granted to any awardee of the Medal of Valor. The awardee shall receive a monthly gratuity of twenty thousand pesos (Php20,000.00) (Ref: Circular No. 2001-010).

E.) Collateral Pay and Allowances

e.1) Hospital Subsistence Allowance.

It is an additional allowance over and above the regular subsistence allowance of the PNP uniformed personnel representing the free daily meals given them upon confinement in PNP hospitals and/or dispensaries amounting to Php30.00 per day (Ref: NAPOLCOM Resolution 91-18).

e.2) CDC Subsistence Allowance.

It is an additional allowance over and above the regular subsistence allowance of PNP personnel given to support the meal requirement of PNP uniformed personnel engaged in any Civil Disturbance Control operations amounting to Php30.00 per day (Ref: NAPOLCOM Resolution 91-18).

e.3) Training Subsistence Allowance.

It is an additional allowance, or training emolument, over and above the regular subsistence allowance, given to PNP uniformed personnel undergoing local training in the AFP, PNP training institution, OJT or schooling in local educational institution whereby they acquire knowledge, skills and expertise for professional or career advancement. Each student/trainee is paid through the school a rate of Php30.00 per day times the number of days the duration of the course (Ref: NAPOLCOM Resolution 91-18).

e.4) Combat Duty Pay.

It is a fixed Php3,000.00 monthly allowance for uniformed personnel of the PNP engaged in actual police operations (Ref: Sec 1 and 2 EO No. 03, s 2016).

e.5) Combat Incentive Pay.

It is a Php300.00 per day allowance for uniformed personnel of the PNP who figure directly in actual combat against members of various insurgent, terrorist, and lawless elements, subject to the following conditions (Ref: Sec 3 EO No. 03, s 2016):

– The operation must be for a specific combat mission that is duly covered by a Mission Order (Letter Order);

the personnel involved in combat must be in the published task organization of the PNP Mission Order;

– The total additional combat incentive pay for each individual shall not exceed three thousand pesos (Php3,000.00) per month; and

-The combat incentive pay shall be over and above the combat duty pay of Php3,000.00 for qualified uniformed personnel of the PNP.

e.6) Hazardous Duty Pay.

It is an allowance given to PNP uniformed personnel for exposure to particular occupational hazards or elements, or hazardous jobs involving high risks of losing life, limbs, or likely deterioration of health. It is fifty percent (50%) of the base pay authorized by rank (Ref: NAPOLCOM Resolution No. 91-18).

e.7) Radiation Hazard Pay.

It is an incentive pay for PNP skilled personnel whose nature of work subject themselves to the hazards of over exposure to radioactive elements. Payment of said additional allowance must not exceed fifteen percent (15%) of the base authorized by rank (Ref: NAPOLCOM Resolution No. 91-18).

e.8) Incentive Pay.

It is an incentive pay for member (licenses) of the Medical, Veterinary, Dental given to Medical, Dental and Nursing, and Legal Profession who joined the PNP. The incentive is paid at Php200.00 monthly to be incorporated in the monthly pay check (Ref: NAPOLCOM Resolution No. 91-18).

Procedures of Payment:

1) All PNP personnel who are on actual teaching activities are granted an IDP of twenty five percent (25%) of their base pay provided that they satisfy the aggregate minimum monthly instructional time of 48 hours, to be computed as follows: One hour of actual classroom instruction is equivalent to one instructional hour and one and half (1.5) hours of research work or two and a half (2.5) hours of supervisory activities shall be considered as one instructional hour.

2) All PNP personnel who are assigned with major PNP training and are performing activities supportive to classroom or field teaching are granted an IDP of ten percent 10% of their base pay.

e.9) Specialist Pay.

This pay applies to deserving non-officer personnel of the PNP who are not assigned in critical areas (as to qualify them for combat pay) and have demonstrated efficiency and effectiveness through skills, aptitude training, experiences and knowledge of specific police duties and specialties (Ref: NAPOLCOM Resolution No. 91-18).

e.10)Flying Pay.

All PNP Pilots and Crew of aircrafts whose duty requires regular and frequent aerial fl ights. All duly accredited PNP pilots provided they maintain fl ying time requirements of an average of four (4) hours of aerial fl ight per month. The rate of fl ying pay is placed at fi fty percent (50%) of their authorized base pay (Ref: NAPOLCOM Resolution No. 91-18).

e.11) Sea Duty Pay.

It is given to all PNP personnel who will be assigned in PNP units to be activated for law enforcement duties in our inland waters (lakes and river systems) and coastal/territorial waters. The PNP Maritime Command pays its personnel at the monthly rate twenty-fi ve percent (25%) of the base pay given at the end of the month or each end of quarter (Ref: NAPOLCOM Resolution No. 91-18)

e.12) CAPCOM Incentive Pay. It is an allowance is given under the premised on the uniqueness of CAPCOM mission and functions vis-à-vis its area which is Metro Manila. This is applies to all PNP uniformed personnel assigned with CAPCOM whether in the fi ve (5) Police District Commands. The allowance amounting to Php2.50 per day or Php75.00 per month (Ref: NAPOLCOM Resolution No. 91-18).

e.13) Special Clothing Allowance. It is an allowance given to uniformed personnel of the PNP whose frequent appearances in public affairs or frequent attendance of ceremonies and who are assigned in units/activities requiring the wearing of presentable uniform at all times. The following is the amount to be received (Ref: NAPOLCOM Resolution No. 91-18):

Officer — Php 300.00

Non-Officer — Php 150.00

Additional amount is paid for maintenance given yearly from the date of issuance of initial special clothing allowance (Ref: NAPOLCOM Resolution No. 91-18):

Officer — Php 80.00

Non-Officer — Php 40.00

e.14) Cold Weather Clothing Allowance.

It is an additional allowance given to all uniformed personnel assigned in cold places where cold weather clothing is necessary if not required. This allowance enables PNP personnel to procure the prescribed cold weather clothing. All PNP personnel assigned in certain areas within the following regions:

All PNP personnel assigned in the foregoing areas are paid an initial amount of Php1,000.00 for the first year and annual maintenance fund of Php300 thereafter.

e.15) Winter Clothing Allowance. It is an allowance given to all uniformed personnel of the PNP who will undergo foreign schooling/training to support the expenses in procuring the required winter clothing abroad (Ref: NAPOLCOM Resolution No. 91-18): Star Rank Officers — $300

Other PNP Uniformed Personnel — $250

e.16) Initial Clothing Allowance.

It is an allowance given to all PNP recruits who joined the PNP for the first time, whether as PCO or PNCO amounting to Php20,000.00.

e.17) Replacement Clothing Allowance. It is an allowance every after three years of continuous service thereafter reckoned from the year he/she entered the uniformed service. Rates for RCA will be adjusted as follows (Ref: Fiscal Directive Number 2009-10)

Update: The NAPOLCOM has issued Memorandum Circular 2025-004, increasing the Replacement Clothing Allowance (RCA) from ~~₱14,000~~ to ₱20,000 every three years of continuous service.

e.18) Hardship Allowance

It is an allowance for all PNP personnel assigned to Loran Station and Border Crossing Station, and other units/stations/sites/ isolated and inaccessible by normal air, water, or land transportation, and are covered with official orders. The PNP must waive HDP, RHP and, other collateral allowances (Ref. Fiscal Directive Nr 2016-05):

Officer — Php300.00 per month

Non-Officer — Php150.00 per month.

e.19) Burial Allowance

It is a monetary assistance to the bereaved family of a PNP uniformed personnel in the event of his death, regardless of the circumstances (Ref: NAPOLCOM Resolution No. 91-18)

F.) Other Financial Benefits.

These are other benefits received by PNP uniformed personnel other than the regular and collateral allowances.

f.1) Anniversary Bonus.

It is for PNP Uniformed personnel who have rendered at least one (1) year service in the PNP as of the date of milestone year (15th anniversary and every five (5) years thereafter) and have not been found guilty of any offense in connection with their work during the five-year interval between milestone years. Payment shall be in an amount not exceeding Php3,000.00 (Ref: Fiscal Directive Nr 2016-01).

f.2) Mid-Year (13th Month) Bonus

It is equivalent to one (1) month basic salary as of May 15, shall be granted to those who have rendered at least four (4) months of satisfactory service and are still in the service as of same date, to be given not earlier than May 15 of every year (Ref: Sec 4 EO No 201, s. 2016).

f.3) Year-End (14th Month) Bonus

It is equivalent to one (1) month basic salary and Cash Gift at prescribed rates shall be given in November of every year (Ref: Sec 4 EO No 201, s. 2016).

f.4) Enhanced Performance Based Bonus

It is equivalent to one (1) month up to two (2) months basic salary, to be implemented in two (2) phases starting in FY 2017. The grant of the enhanced PBB shall be based on a progressive rate system. As the position and responsibility in improving agency performance becomes higher, so is the amount of PBB (Ref: Sec 5 EO No 201, s. 2016).

f.5) Productivity Enhancement Incentive

It shall be given not earlier than December 15 of every year to all qualified government employees at Five Thousand Pesos (Php5,000) each for the purpose of improving the government employees’ productivity (Ref: EO 201, s. 2016).

f.6) Officers’ Allowance

It shall be given to PNP uniformed personnel as an interim measure until such time that the base pay schedule is modified and rationalized as provided under Executive Order No 201, series of 2016.

f.7) Provisional Allowance

It is a monthly allowance given to PNP Uniformed Personnel to be implemented in four (4) tranches as provided under Executive Order No 201, series of 2016.

f.8) Rice Subsidy

It is an interim allowance given in the form of cash, which shall be equivalent to

twenty (20) kilos of rice or a total of Six Hundred Fifty Pesos (Php650.00) per month (Ref: Fiscal Directive 2017- 003). Starting July 2023, the new rice subsidy rate will be Seven Hundred Pesos (Php700.00) per month.

PNP to receive Performance Based Bonus (PBB) 2024

Qualified government employees, including police cops, may go home with a smile as they would be receiving their year-end bonus and cash gift amounting to 5,000 pesos on November 15.

The year-end bonus is equivalent to personnel’s one month salary. It is given to government workers who have rendered at least four months of service from January to October 31 of the current year and those working in the government service as of October 31 of the same year.

Those who have worked for at least four months but have retired or separated from government service before October 31 of the same year shall be granted within the month of retirement or separation, a prorated share of the year-end bonus and cash gift.

Meanwhile, 13th-month pay and other benefits, including productivity incentives that are less than P90,000, are tax-exempted per Tax Reform for Acceleration and Inclusion (TRAIN) Law.

The year-end bonus will be credited to the individual ATM payroll accounts of PNP personnel with the Land Bank of the Philippines, and is available for debit transactions.

However, the release of bonus to PNP personnel with pending administrative and criminal cases was deferred.

Former President Rodrigo Roa Duterte has doubled the salary of police officers across all ranks as he ordered an intensified crackdown on illegal drugs and criminality.

With the monthly base pay implemented January last year, a Patrolman (Pat/PO1) is receiving P29,668, while the PNP chief, who is ranked Police General (PGEN), is getting P121,143.

Performance Based Bonus (PBB) FY 2023

It is a bonus presented via the Performance-Based Incentive System (PBIS), will be given to government employees based on their contribution to the accomplishment of their Department’s overall targets and commitments.

Under the PBB, units of Departments will be ranked according to their performance. The personnel within these units shall also be ranked. The ranking of units and personnel will be based on their actual performance at the end of the year, as measured by verifiable, observable, credible, and sustainable indicators of performance.

How much will the PBB be?

The amount will depend on the performance of each employee and the unit that he/she belongs to. This is to foster a culture of teamwork within each unit and within the department itself, especially if the latter has different kinds of outputs and services to deliver.

The Best Performer from the best-performing unit or “Best Bureau” will get a PBB of 65% of Base Pay; the Better Performer from a “Better Bureau” will get 57.5% of Base pay; while the Good Performer from a “Good Bureau” will get 50% of Base pay. However, the minority of poor performers will get no PBB.

GUIDELINES IN THE PAYMENT OF PERFORMANCE BASED-BONUS (PBB) CY 2023

Under IATF-MC No. 2022-1 entitled Guidelines on the Grant of the Performance-Based Bonus (PBB) Fiscal Year (FY) 2022, the following are the criteria in granting PBB:

1. This eligibility of the PNP to the 2023 PBB shall be determined by the Inter-Agency Task Force (IATF).

2. Specific Guidelines:

The total score of the PNP is the basis in determining the amount of the PBB. Based on the validation of the IATF, the PNP has obtained 80 points for the PBB Criteria and Conditions. It is equivalent to 52% (80% of an individual’s 65% monthly basic salary as of December 31, 2023)

3. Eligibility of Delivery Units and PNP personnel:

a. The delivery units (DUS) of eligible agencies shall no longer be ranked. However, the unit/s most responsible for deficiencies shall be isolated;

b. The offices/units responsible (including the head) for the non-compliance with the Agency Accountabilities will also be isolated from the grant of the FY 2023 PBB;

c. Eligible DUs shall be granted FY 2023 PBB at uniform rates across the PNP, including officials and employees. The corresponding rates of the PBB shall be based on the PNP’s achieved total score;

d. Personnel belonging to the First, Second and Third levels should receive a rating of at least “Very Satisfactory” based on the PNP’s CSC-approved Strategic Performance Management System (SPMS) or the requirement prescribed by the Career Executive Board (CESB);

e. Personnel on detail to another government agency for six (6) months or more shall be included in the recipient agency that rated his/her performance. The payment shall come from the mother agency;

f. Personnel who transferred from one government agency to another agency shall be included by the agency where he/she served the longest. If equal months were served for each agency, he/she will be included in the recipient agency;

g. Personnel who transferred from one government agencies that are non-participating in the implementation of the PBB, shall be rated by the agency where he/she served the longest; the personnel shall be eligible for the grant of PBB on the pro-rata basis corresponding to the actual length of service to the participating implementing agency;

h. PNP personnel who rendered a minimum of nine months of service during the fiscal year and with at least a Very Satisfactory rating shall be eligible for the grant of the PBB on a pro-rata basis corresponding to the actual length of service rendered as follows;

i. PNP personnel who is on vacation or sick leave, with or without pay for the entire year, is not eligible for the grant of the PBB;

j. PNP personnel found guilty of administrative and/or criminal cases by final and executory judgement in FY 2023, shall not be entitled to PBB. If the penalty meted out is only reprimand, such penalty shall not cause the disqualification of the PBB;

k. PNP personnel who failed to submit the 2022 SALN as prescribed in the rules provided under the CSC Memorandum Circular No. 3 s.2015 or those who are responsible for the non-compliance with the establishment and conduct of the review and compliance procedure of SAN, shall no entitled to the FY 2023 PBB; and

l. PNP personnel who failed to liquidate all cash advances received in FY 2023 within the reglementary period as prescribed in COA Circular 97-002 dated February 10, 1997 and reiterated in COA Circular 2009-002 dated May 18, 2009 shall not be entitled to the FY 2023 PBB.

Date of payment of PBB 2023?

UPDATE!!! (As of October 21, 2025)

On October 15, 2025, the Department of Budget and Management (DBM) approved a budget of ₱3,388,095,867 for 225,545 qualified Philippine National Police (PNP) personnel to facilitate the grant of the FY 2023 Performance Based Bonus (PBB2022).

According to DBM Circular 2019-1 and other pertinent orders, the release of PBB 2023 to individual PNP personnel is subject to an 8% tax.

The uniformed personnel are also enjoying allowances such as longevity pay, flying pay, sea duty pay, and instructor’s duty pay.

Can Retired/Separated PNP personnel claim the PBB 2023?

YES! The PNP Finance Service issued a Memorandum dated June 18, 2024 granting eligible PNP personnel to include RETIRED/SEPATED from the PNP Service of Performance Based Bonus 2022.

Generally, the payroll account of the retired/separated personnel were already closed. These personnel, however, are still eligible for bonuses.

PNP Finance shall process the transfer of amount from their payroll account to their pension or regular accounts with Landbank of the Philippines (LBP).

Below are the documentary requirements to be submitted to PNP Finance for processing:

a. For COMPLUSORY/OPTIONAL RETIREMENT

1. Retirement Order;

2. STI1 (pension/account); and

3. STI1 payroll account if account is active (secured after PBB payout) or Certification from LBP that the account is closed.

b. For POSTHUMOUS SEPARATED/POSTHUMOUS RETIREMENT

1. Posthumous Order;

2. Certificate of Last Payment;

3. Certificate of Legal Beneficiary (issued by PRBS)

4. STI1 (beneficiaries’ pension/saving account); and

5. STI1 payroll account if account is active (secured after PBB payout) or Certification from LBP that the account is closed.

c. Other MODES OF SEPARATION (TPPD, RESIGNED, TRANSFERRED, DISMISSED, DROPPED FROM ROLLS)

1. Order;

2. Certificate of Last Payment

3. STI1 (regular/savings); and

4. STI1 payroll account if account is active (secured after PBB payout) or Certification from LBP that the account is closed.

The Professional Regulation Commission (PRC) has released the room assignments for the examinees for the August 2025 Criminology Licensure Exam (CLE).

The three-day exam will be conducted on August 1, 2, & 3, 2025 in different testing centers located at National Capital Region (NCR), Baguio, Butuan, Cagayan de Oro, Calapan, Cebu, Davao, Iloilo, Koronadal, Legazpi, Lucena, Palawan, Pagadian, Pampanga, Rosales, Tacloban, Tuguegarao, Zamboanga, Bacolod, Bayambang, Bohol, Catarman, Cauayan, Dumaguete, Ilocos Norte, Ilocos Sur, Kidapawan, Oroquieta, Romblon, and Valencia.

Civil Service Exam 2025: Application, Schedule & Requirements

Career Service Examination Pen & Paper Test (CSE-PPT) for Professional and Sub-Professional for 2025 has been confirmed by the Civil Service Commission (CSC).

Eligibility is one of the requirements if you are planning to apply in any government or private position. Other examinations like PRC, NAPOLCOM etc. are placed on hold due to the current situation.

But now, the CSC issued an Examination Announcement No. 08, s.2024, providing the schedule and application of CSC-PPT 2025.

The second exam of the year is scheduled for August 10, 2025, for the professional level, and the sub-professional level runs from May 12 to June 11, 2025.

Who are qualified to take the 2025 Civil Service Exam?

All applicants must meet the following qualifications in order to be considered:

a. Filipino citizen;

b. At least 18 years old on the date of filing of application;

c. Of good moral character;

d. Has not been convicted by final judgment of an offense or crime involving moral turpitude, or disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness, or addiction to drugs;

e. Has not been dishonorably discharged from military service, or dismissed for cause from any civilian position in the government; and

f. Has not taken the same level of Career Service Examination, either through PPT or CSC Computerized Examination (CSC COMEX), within three months before the date of examination:

Who are EXEMPTED to take the 2025 Civil Service Exam?

The CSC, in accordance with Republic Act No. 1080, provides second-level civil service eligibility to Bar and PRC Board Passers even though they do not take the test. In addition, the following can choose not to take the exam:

a. Passers of Career Service Examination for Foreign Service Officer as the resulting Career Foreign Service Officer Eligibility is comparable to the Career Service Professional Eligibility;

b. Grantees of the following eligibilities under special laws and CSC issuances, which are comparable to the Career Service Professional Eligibility:

– Honor Graduate Eligibility under P.D. 907

– Scientific and Technological Specialist Eligibility under P.D. 997

– Sanggunian Member Eligibility (2nd Level) under RA No. 10156

– Foreign School Honor Graduate Eligibility under CSC Resolution No. 1302714

– Veteran Preference Rating Eligibility (Professional) under EO No. 132, s. 1948 and EO No. 790, s. 1982; and

c. Grantees of the following eligibilities under special laws and CSC issuances, which are comparable to the Career Service Sub-Professional Eligibility:

– Barangay Official Eligibility under RA No. 7160

– Barangay Health Worker Eligibility under RA No. 7883

– Barangay Nutrition Scholar Eligibility under P.D. 1569

– Sanggunian Member Eligibility (1st Level) under RA No. 10156

– Veteran Preference Rating Eligibility (Sub-Professional) under EO No. 132, s. 1948 and EO No. 790, s. 1982

What are the Application (Documentary) Requirements?

The following documents must be submitted with your exam application:

1. Fully accomplished Application Form (appropriate CS Form No. 100).

Note: Applicants are strongly advised to download the Application Form from the CSC website www.csc.gov.ph, and print the form using legal size bond paper.

2. Four (4) pieces of identical I.D. pictures with specifications, as follows:

a. Passport size (4.5 cm x 3.5 cm or 1.8 inches x 1.4 inches)

b. Colored, with white background

c. Taken within three (3) months prior to filing of application

d. Printed on good quality photo paper (i.e. photo does not peel off)

e. In standard close-up shot (from shoulder level up with the head and face occupying at least 80% of the picture and with the name tag positioned at approximately 1 inch or 2.54 cm below the chin)

f. In bare face (no eyeglasses; no colored contact lens; no headdress, no bandana, or any other accessories that may cover the facial features; facial features not computer enhanced)

g. Showing left and right ears

h. Taken in full-face view directly facing the camera

i. With neutral facial expression, and both eyes open

j. With HANDWRITTEN (not computer-generated) name tag legibly showing SIGNATURE OVER PRINTED FULL NAME which includes: Given Name, Middle Initial (if any), Last Name, and Extension Name (if any)

3. Original and photocopy of any of the following list of accepted I.D. cards for civil service exam, which is preferably valid (not expired on date of filing of application):

a. Driver’s License/Temporary Driver’s License (LTO O.R. must be presented together with old Driver’s License; O.R. alone is not allowed)/Student Driver’s Permit;

b. Passport;

c. PRC License;

d. SSS I.D.;

e. GSIS I.D. (UMID);

f. Voter’s I.D./Voter’s Certification;

g. BIR/Taxpayer’s I.D. (ATM type/TIN card type with picture);

h. PhilHealth I.D. (must have the bearer’s name, clear picture, signature and PhilHealth number);

i. Company/Office I.D.;

j. School I.D.;

k. Police Clearance/Police Clearance Certificate (with picture);

l. Postal I.D.;

m. Barangay I.D.;

n. NBI Clearance;

o. Seaman’s Book;

p. HDMF Transaction I.D.;

q. PWD I.D.;

r. Solo Parent I.D.;

s. Senior Citizen’s I.D.; and

t. CSC Eligibility Card (note: Implemented only beginning with the May 3, 2015 CSE-PPT).

Bring additional requirements, if necessary:

1. Original and photocopy of Birth Certificate issued by the Philippine Statistics Authority, or the Local Civil Registry (only for applicants without date of birth in their I.D. card/s)

2. Original and photocopy of Identification Certificate (IC) issued by the Bureau of Immigration (only for applicants holding dual citizenship under R.A. 9225; and applicants recognized as citizens of the Philippines under Sec 1, Article IV of the 1987 Philippine Constitution)

Examination fee

Five Hundred Pesos (₱500.00)

After complying all the documentary requirements, applicants must submit their requirements to their respective CSC Regional Offices where they intend to take the exam.

For examination venue, examinees will receive notice of their test locations (school assignment) through the Online Notice of School Assignment (ONSA).

About two weeks before the test, ONSA will be available on the CSC website, www.csc.gov.ph. Examinees may want to print a copy of their Notice of School Assignment from ONSA for their own records, but this is not needed.

Examinees who are unable to access the ONSA and/or are still unsure of their school assignment one week before the exam can contact the CSC Regional/Field Office directly.

What is the Passing Score?

An examinee must score a general rating of at least 80% to pass the examination. The result will be expected to release within 45 days after the examination.

POSTPONED & NEW SCHEDULE: October 2024 Certified Public Accountant Licensure Exam (CPALE)

The Professional Regulation Commission (PRC) announces the POSTPONEMENT of the October 2024 Certified Public Accountant Licensure Examination (CPALE), originally scheduled for October 25, 26, and 27, 2024.

Reason for Postponement:

“This is due to the onslaught and impact of Severe Tropical Storm ‘Kristine,’ which has affected examinees and various testing centers nationwide. Please wait for further announcements regarding the new exam schedule.”

Prior to this announcement, the PRC initially canceled the CPA exam in Legazpi City and subsequently suspended operations at all PRC offices, including service centers in Luzon.

When will the new schedule for the CPA exam be announced?

To answer this, we can look at previous instances where the CPA exam was postponed and the reasons behind the delays.

The most recent cancellation occurred in May 2021, when the Board of Accountancy decided to postpone and reschedule the exam to October 10, 11, and 12, 2021, prioritizing the health and safety of examinees and examination personnel, as stated in Board Resolution No. 1335.

However, on October 20, 2021, the PRC issued another resolution, rescheduling the CPA exam for December 2021 for NCR examinees due to restrictions during the Alert Level 4 quarantine status.

Based on historical data from previous exam postponements due to typhoons and natural calamities, it is likely that the rescheduled Certified Public Accountant Licensure Examination (CPALE) will take place within one to two months after the original dates.

For instance, exams affected by severe weather, such as the July 2024 Environmental Planners Licensure Examination and the September 2018 Physician Licensure Examination, were rescheduled within a similar timeframe.

Thus, with the postponement of the October 2024 CPALE due to Severe Tropical Storm “Kristine,” it is anticipated that the new exam dates may fall on December 6, 7, and 8, 2024.
