PBB UPDATE: Release of FY 2022 Performance-Based Bonus to DepEd Teachers

The Performance-Based Incentive System (PBIS) accomplishes this goal by recognizing and rewarding commendable contributions by government agencies and individual employees. 

The PBIS, which was established by Executive Order No. 80 in FY 2012, aims to align personnel efforts with organizational goals by promoting higher performance and greater transparency in the federal government.

Employees will be awarded the PBB, an incentive implemented by the PBIS, based on their contribution to the achievement of their Department’s overall goals and commitments.

Both civil servants used to receive government benefits in the same way, regardless of the quality and quantity of their work and public service delivery. Non-performers and underperformers were given the same incentives as their more hardworking colleagues in some cases, indicating that the old reward scheme has been abused.

The PBIS aims to fix this broken system by ensuring that top-performing government employees are properly respected and rewarded. Exemplary government workers will receive two bonuses under the PBIS:

1. Productive Enhancement Incentive (PEI), which is granted to all government employees on a yearly basis; and

2. Performance-Based Bonus (PBB), which will be given to employees based on their actual performance and contributions to their respective Departments’ targets.

Attached bureaus and agencies within each Department/Agency will be forced-ranked in four categories:

1. Best Bureaus (the top 10% of ranked bureaus);

2. Better Bureaus (the next 25%);

3. Good Bureaus (the remaining 50 to 65%); and

4. Poor Bureaus (the remaining 50 to 65%) (bureaus that failed to accomplish 90 percent of their targets).

How much will the PBB be?

The amount will be determined by each employee’s output and the unit to which he or she belongs. This is to promote a culture of collaboration within each unit and within the department as a whole, particularly if the latter has a variety of outputs and services to provide.

The PBB for the Best Performer from the best-performing unit or “Best Bureau” is P35,000; the PBB for the Better Performer from a “Better Bureau” is P13,500; and the PBB for the Good Performer from a “Good Bureau” is P5,000. However, a small percentage of poor performers would be denied PBB.

Here is the most recent update from the PBB Secretariat on the Performance-Based Bonus (PBB) 2022 for DepEd employees.

“For FY 2022 the review and validation is still on going. Rest assured that we will send the results or updates to the DepEd focal person/s.”

According to DepEd Undersecretary for Finance Annalyn M. Sevilla, “With DepEd confirmed eligible by the AO25 IATF, the DBM will facilitate the release of the bonuses. The school-based personnel will be the first ones to receive their bonuses, then the SDO-based personnel who are assigned in the schools comes next, followed by School Division Offices (SDOs), Regional Offices (ROs), and lastly, the Central Office (CO). DBM will download the funds to its Regional Offices (ROs), then directly releases them to DepEd ROs and SDOs to the respective personnel eligible for the grant of PBB.”
