Combat Incentive/Duty Pay: How to Get 100%

(PNP) has more than 220,000 strong personnel, and 80% of them are assigned or
deployed to maintain peace and order.

Duterte signed Executive Order No. 3 on September 26, 2016, increasing the Combat
Incentive Pay (CIP) and Combat Duty Pay (CDP) in order to improve the living
conditions of PNP uniformed personnel and to promote the morale of those engaged
in combating threats or risky duties.

Who are qualified to receive CIP/CDP?
CIP/CDP is an incentive exclusive to all active PNP uniformed personnel engaged or involved in actual combat police operations.

How to get 100% in both CIP and CDP?
CIP and CDP are both special combat allowances in addition to the uniformed personnel base bay.
Why aren’t all personnel
eligible for CDP and CIP? Because in CDP, the unit percentage required to be
included is 85% of the unit’s roster of troops (excluding NUP). So, for
example, in one police station or municipal station, if the total roster or
attendance for uniformed personnel is 100, then 85% of it, or 85 personnel, are
entitled to CDP and the remaining 15 personnel are not entitled to CDP.
For CIP, only 60% of the
unit’s roster is entitled to CIP. So, if in one police station or municipal
station, the total attendance of uniformed personnel is 100, then 60% of that,
or 60 personnel, is entitled to CIP.
We read negative comments
about the injustices of receiving the special combat allowance on the PNP
Finance Service page. But we don’t know that it all started in our ADMIN
offices/units.
It has nothing to do with the
finance service. You must first talk with your admin and ask for a deployment,
and make sure that your name is included in the list of deployments as the
basis for the issuance of the (letter) order.
The ADMIN of your respective
offices/units holds the list of those who are qualified to receive based on the
required unit roster percentage (CDP 85% & CIP 60%). The Chief of
Police or Head of Office will endorse the qualified personnel for CIP/CDP to
the higher headquarters for the issuance of the order.
The administrative (ADMIN) personnel will make an order such as a Letter of Instruction (LOI), Letter Order, etc., including the certification grant for CIP/CDP in DBM format.
The Regional Accounting Office
and Regional Finance Service Office will check and sign the certification grant
for CIP/CDP in the format that the DBM has required.

That is why conducting Police
Information and Continuing Education (PICE) is very important in every
unit/office for disseminating updated information and reiterating memorandums
or important provisions or mandates in the PNP.
How to know if a police unit
was successful in conducting PICE? The best way is the two-way approach, such
as giving or disseminating information to personnel and asking them if they
understood. Some of them will nod, meaning they either understand or not at
all. Ask them one by one or select a few to test if they understand the
information drive.
Why am I saying this to you?
Because if the information drive is related to finances, incentives, or
benefits of the PNP and they failed to explain it to their spouses and family,
then the PICE is unsuccessful and just for compliance purposes only (such as
picture taking or after activity reporting with ineffective results).
Some wives using dummy
accounts commented on the PNP Finance Service page that they do not care about
processes but rather talk about the injustices of not receiving their husband’s
CIP or CDP. Reason: Husband’s failure to comprehend during the PICE info
drive.
