Solon wants to increase the PERA of Gov’t employees to ₱5,000

What is Personnel Economic Relief Allowance (PERA)?

For teachers, PERA is a subsidy granted to all government workers as a form of assistance to help make ends in the face of economic crisis as well as higher prices

For Philippine National Police (PNP), PERA is an allowance given to all PNP uniformed personnel below the rank of Police Major to include cadets of the PNPA amounting to ₱500 per month effective 01 January 1991.

Due to the rising cost of living, ₱1,500 additional compensation shall be given in addition to ₱500. The current PERA is two thousand pesos (₱2,000) per month.

The Personnel Economic Relief Allowance (PERA) started as a form of additional compensation to buffer against the effects of inflation and rising prices of commodities because of the turmoil in the Middle East in the 1990s. 

However, gasoline prices, transportation fares, and prices of basic commodities have drastically increased since the inception of PERA have proven that the PERA not only serves as an emergency allowance that augments the earnings of a government worker but as a major source of additional funding to be able to afford the basic commodities. Further, any adjustments will need legislative approval to augment the value of the allowance versus economic reality.

On July 22, 2020, ACT Teachers led by Representative France L Castro filed House Bill No. 5991 that seeks to increase the monthly Personnel Economic Relief Allowance (PERA) to ₱5,000 to supplement the public employees’ salaries amid the rising cost of living.

Ang Probinsyano Party-list Representative Alfred C Delos Santos also filed a bill intended for public school teachers that seek to increase ₱8,000 of the monthly Personnel Economic Relief Allowance (PERA).

Several lawmakers (from 2004-2022) have filed bills that increase the monthly PERA intended for government employees which ended being consolidated with other similar bills or pending until now.

Senator Raffy T Tulfo filed the most recent bill (Senate bill No. 2673) regarding the proposed increase on May 14, 2024. The bill is currently in its first reading and was referred to the Committees on Civil Service, Government Reorganization and Professional Regulation, and Finance on May 15, 2024.

The present ₱2,000 PERA was last adjusted in July 2009 by then President Gloria Macapagal-Arroyo. The ensuing years saw no increase in the PERA despite the continuing rise in the average daily costs. This bill proposes that the Personnel Economic Relief Allowance (PERA) be subject to an across the board increase and be subject to an automatic annual adjustment equivalent to any increase of the annual inflation rate in the country.

The said increase will be very significant assistance that the Filipino people can use in these times of economic hardship. The lawmaker also proposed that the PERA be adjusted yearly according to the annual inflation rate that the country may experience. 

This makes the PERA responsive to the needs of the government workers in the event of inflation.
