PNP PROMOTION PROGRAM CY 2024
Promotion
is an advancement of uniformed personnel from one rank/position to another with
an increase in duties and responsibilities and usually accompanied by an
increase in salary.
Purposes of promotion
ü
It
permits an organization to utilize more effectively any skills and abilities
that individuals have been able to develop during the course of their training
and employment.
ü
It
can serve as incentive for individuals to improve further their capacities and
their performance.
Bases for Promotion
1.
Merit – used as criterion for
determining that an individual is qualified to meet the requirements of a
higher-level job.
2.
Seniority – refers to the length of
service that an employee has accumulated.
3.
Time-In-grade and Experience – is a requirement for a specified amount of time that a
uniformed personnel must spend in a grade before they are eligible for
promotion.
4. Mandatory Schooling – is a requirement for promotion of PNP uniformed personnel for their professional growth and career advancement such as PSJLC, PSSLC, PSOCC, PSOBC, PSOAC, PSOSEC etc.
5. Eligibility
– RA 6506, RA1080, NAPOLCOM PO, SPO, Inspector, Superintendent, Police
Executive Service Eligibility (PESE) etc.

PROMOTION PROCESS
DOCUMENTARY REQUIREMENTS (FOLDER A & B) – TBA
Under NAPOLCOM Resolution No. 2013-501, which
prescribes the modified guidelines on the qualification standards, will
reconcile previous issuance and set a clear reference on the mandatory
requirements for appointment to different PNP ranks
The
NAPOLCOM has resolved to prescribe the qualification standards for appointment
to PNP ranks, as follows:
Police Corporal (PCpl) – from four years to two years as Patrolman
Police Staff Sergeant
(PSSg) – from three years to two years as
PCpl
Police Senior Master
Sergeant (PSMS)
– from three years to two years as PMSg
Police Chief Master
Sergeant (PCMS) –
from three years to two years as PSMS
Police Executive
Master Sergeant (PEMS – from three years to two years as PEMS
Police Captain (PCPT) – from four years to three years as
PLT
Police Major (PMAJ) -from five years to three years as PCPT
Police Lieutenant Colonel
(PLTCOL)
– from five years to three years as PMAJ
The
required experience, however, will be retained for the following ranks:
Police Master
Sergeant (PMSg) – three years as PSSg
Police Lieutenant (PLT) –three years
as PEMS
Police Colonel (PCOL) – three years as PLTCOL
Police Brigadier
General (PBGEN) – two years as PLTCOL
However, the required experience/time-in grade for the ranks of Police Major General, Police Lieutenant General and Police General is not required because President, upon the recommendation of the NAPOLCOM, has the prerogative to promote them to higher positions at any given time.

Further, Republic Act No. 9708 Section 2. Section
38(a) of Republic Act No. 6975, as amended by Section 33 of Republic Act No.
8551, is hereby further amended to read as follows:
“SEC. 38. Promotions. – (a) A uniformed member of the PNP shall not be
eligible for promotion to a higher position or rank unless he or she has
successfully passed the corresponding promotional examination given by the
Commission, or the Bar, or the corresponding board examinations for technical
services and other professions, has satisfactorily completed the appropriate
and accredited course in the PNPA or equivalent training institutions, and has
satisfactorily passed the required psychiatric/psychological and drug tests. In
addition, the institution of a criminal action or complaint against a police
officer shall not be a bar to promotion: Provided, however,
That upon finding of probable cause, notwithstanding any challenge that may be
raised against that finding thereafter, the concerned police officer shall be
ineligible for promotion: Provided, further, That if the case remains
unresolved after two (2) years from the aforementioned determination of
probable cause, he or she shall be considered for promotion. In the event he or
she is held guilty of the crime by final judgment, said promotion shall be
recalled without prejudice to the imposition of the appropriate penalties under
applicable laws, rules and regulations: Provided, furthermore,
That if the complaint filed against the police officer is for a crime
including, but not limited to, a violation of human rights, punishable by reclusion perpetua or life
imprisonment, and the court has determined that the evidence of guilt is
strong, said police officer shall be completely ineligible for promotion during
the pendency of the said criminal case.
