PNP Chief Cascolan to implement localization of assignments of PNP personnel
Police
General Camilo Pancratius “Pikoy” Cascolan was consistent in his ideas on the localization
of PNP personnel and the eight-hour (otso-otso)
duty scheme even before he became the 24th PNP Chief.
Being
the New Chief of the PNP, he ordered his admin personnel to implement the
localization of police assignments throughout the region/unit.
The
said idea will attain maximum efficiency and more effective law enforcement by
prioritizing the welfare of every PNP personnel and reinforcing family
solidarity.
According
to Section 63 of Republic Act 8551, PNP members
with the ranks of Patrolman/woman up to Police Executive Master Sergeant shall
be assigned to the city and municipality of their recruitment and/or place of
residence or if not possible, to the closest municipality, province or regions
to his residence.
The
advantages of assigning PNP members with their respective places of residence are
premised on certain factors, such as familiarization
with people, the culture, the terrain, and other conditions prevailing threat, prevention from doing shameful act due to fear of exclusion from social
acceptance, and practical economics.
PNP
admin personnel are now duty bound to implement the said directive and gather
data of PNP members who intend to signify of their preferred Police Regional
Offices (PROs) more specifically their place of residence or if not applicable,
their closest region/province/city.
