Govt Employees to Receive P5,000 PEI by December 15

MANILA, Philippines – Good news for government employees! The Department of Budget and Management (DBM) has announced that a P5,000 Productivity Enhancement Incentive (PEI) will be granted to qualified workers this December, just in time for the holidays.

This latest circular (DBM Circular Letter No. 2024-17) comes as a long-awaited recognition for the hard work and dedication of public servants across various sectors.

So, What Exactly is the PEI?

The PEI is a special incentive aimed at rewarding government employees for their hard work and commitment throughout the year. 

Think of it as a small thank-you from the government for your contributions to improving public service and helping your agency hit its performance targets. For most people, it’s a chance to take home P5,000, and that’s certainly something to smile about, especially as the year wraps up.

Who's Eligible for the PEI?

If you’re a government employee who has been in service by November 30, 2024, you’re probably wondering if you qualify. Here’s the breakdown:

Full-time employees who’ve been working for at least four months of satisfactory service are eligible for the full P5,000.

If you’ve worked less than four months, you’ll receive a pro-rated amount based on how long you’ve served:

3 to less than 4 months – 50% of the P5,000

2 to less than 3 months – 40% of the P5,000

1 to less than 2 months – 30% of the P5,000

Less than 1 month – 20% of the P5,000

Even part-time workers are eligible, but they’ll receive a proportionate amount based on how much they’ve worked.

Who are Excluded from the PEI?

While most public sector employees will benefit, there are some exclusions. The following groups are not eligible for the PEI:

a) Consultants and experts hired for specific projects

b) Laborers working on job contracts (pakyaw) or paid on a piecework basis

c) Student workers and apprentices

d) Individuals hired through job orders, contracts of service, or similar arrangements

So, if you’re a regular, casual, or contractual employee working for any government department or agency, you’re likely eligible. However, those in the excluded categories won’t be receiving the bonus.

What If You’ve Recently Transferred or Are on Detail?

If you’ve transferred to a new agency, your new agency will handle your PEI. Similarly, if you’re on detail in another government office, you’ll get the PEI from your parent agency. So, no matter where you are, you’re covered.

And If You’re on a Service Extension?

If you’re a compulsory retiree who’s on a service extension, don’t worry! You’re still eligible for the PEI as long as you’re in service by November 30, 2024. This ensures that those who continue to serve even after their official retirement date can still get the recognition they deserve.

What About Employees Facing Charges?

However, there’s an important caveat: If the final decision on the case is a guilty verdict, the employee must return the PEI received that year. If the penalty is a mere reprimand, the employee is still eligible for the incentive.

When Will the P5,000 Be Released?

The PEI will be released not earlier than December 15, 2024, giving employees a chance to enjoy the benefit before the end of the year. It will be paid at a uniform rate of P5,000 for each qualified employee, regardless of whether you are part-time, full-time, casual, or contractual. 

This uniform amount ensures fairness and equality across various sectors and agencies.
