Extension of Bayanihan 2 and Suspension of Loan Deduction until June 2021?
With the help of Senator Bong Go, President Rodrigo R Duterte has certified the bill extending the validity of Bayahihan 2 until JUNE 30, 2021.
This is second time where the executive department is asking for an extension over these (special) powers.
This
measure will also extend the suspension of loan deduction of payment for member-borrowers
of several financial institutions purposely to use for their respective
families who are affected by the situation.

Senator
Go said, “Nandiyan po ang pondo at
sinigurado nating maipasa ‘yang mga batas na ‘yan para makaresponde sa
pangangailangan ng ating mga kababayan. Huwag dapat sayangin dahil marami pong
kailangan tulungan at umaasa sa serbisyo ng gobyerno.”
“Siguraduhin natin na
makakarating ang tulong sa pinaka-nangangailangan at pinaka-apektado nating mga
kababayan. Umaksyon tayo agad dahil bawat minuto, buhay ng kapwa nating
Pilipino ang nakasalalay,” he added.
However,
the aforementioned bills were later approved on January 6, 2021 as Republic Act
11519 or “AN ACT EXTENDING THE AVAILABILITY OF APPROPRIATIONS UNDER REPUBLIC
ACT NO. 11494, OTHERWISE KNOWN AS THE “BAYANIHAN TO RECOVER AS ONE ACT” and
Republic Act 11520 or AN ACT EXTENDING THE AVAILABILITY OF THE 2020
APPROPRIATIONS TO DECEMBER 31, 2021, AMENDING FOR THE PURPOSE SECTION 60 OF THE
GENERAL PROVISIONS OF REPUBLIC ACT NO. 11465 OR THE GENERAL APPROPRIATIONS ACT
OF FISCAL YEAR 2020.”
The
phrase “loan moratorium” or no loan
deduction of any financial institutions were not included of the newly approved
laws.
Meanwhile,
Senator Ralph Recto has filed Senate Bill No. 1953 or
the Bayanihan 3, otherwise known as the Bayanihan
to Rebuild as One Act, which aims to provide P485 Billion to help the
country bounce back, to wit:
1.
P55 Billion for the procurement of COVID-19 medication and vaccines;
2.
P55 Billion to be allocated for the handling of vaccines, hiring of contact
tracers, testing and treatment under PhilHealth, and payment of actual hazard
duty pay;
3.
P100 Billion for worker subsidies;
4.
P100 Billion for the capacity building of critically impacted sectors;
5.
P70 Billion for additional social amelioration to affected households;
6.
P20 Billion for assistance to households that have been severely impacted by
recent typhoons;
7.
P30 Billion for assistance to displaced workers;
8.
P50 Billion for rehabilitation of typhoon-affected areas;
9. P3 Billion for internet allowances for DepEd K to 12 teachers and students; and
10. P2 Billion for the Commission on Higher Education (CHED) for internet allowances for tertiary level teachers and students.

Senate Bill No. 1953 is still pending and referred to the Committees on
Economic Affairs and Finance dated December 15, 2020.
